Does anyone know how to get up the circular area with the rising dark eco. I can never get passed this part.

yer......just keep running and don't stop else your dead.....other than that rgamanjack said it all.

If you mean in the underwater city, there is no trick to it, just run like hell and time your jumps well.
Also, when at the top, the jump to the centre looks difficult, but you'll make it easily, it's just a strange perspective.
