Choot the glass preferebly with the assault rifle or uzi so that it drains quicker. i recomend that when you enter the room shoot the guy on top of the balcony so that he dosnt bother you while your draining the tank.
Shoot the glass loads (but obviously not in fornt of where he is standing)
around the bottom to drain the tank.
