J-14 (Horseferry Road)
If you look on the left hand side coming from the Thames (and across the
Lambeth Bridge) around J-14, you'll see a long blue wall. At the western end
you'll see an alley with some cardboard boxes sitting in it. Follow the alley
down a winding roadway into a empty warehouse. You'll see a broken down car in
one corner... if you look left of it against the wall, you'll find the
modified "boy racer" 306.

To start with, I'm going to assume you know what Big Ben is and where the it
and the House of Parliament building is down on near the side of the River
Thames. From the bridge crossing the Thames (which is the Westminster Bridge)
stop beside the Big Ben. From starting here, head forward and take the first
left. Follow this road all the way until you reach a roundabout with grass in
the middle. The left direction leads back over the Thames, so head to the
right and up Horseferry Road. As you drive along look to you right until you
see a blue wall. Follow it to it's far end until you see an alley with some
cardboard boxes sitting in it. Follow the alley down a winding roadway into a
empty warehouse. You'll see a broken down car in one corner... if you look
left of it against the wall, you'll find the modified "boy racer" 306.

This seems to be one of the few instances in the game where the car isn't
licensed (lack of badges seem to give that fact away). One can only assume
that the car is something one of the staff has or wants :) The car has
tinted windows, low skirting, neon lights underneath, and a large speaker
system in the back.
Because i've just completed The Getaway and i haven't heard anything about collecting cars in free roam mode.
