It's a tie between FF7, MGS 2:SOL, and Tony Hawk 2. With FFX coming in right behind them.

i personally like the metal gear solid 2 music, yes i know people always brag on about the game but i like the sound track.

Tony Hawks 2 has the best soundtrack out of the 3. Atv offroad has a decent soundtrack also.
