So, legally, there aren't any websites that can sell you just backup copies of PS2 games.
Three ways around this:
The legitimate way is to wait until your original software can no longer be played due to disc defects. Then return the disc to the original game publisher for a replacement (some publishers replace for free, even after the normal 90 day warranty, some charge £5 to cover postage). For details of this see the licencing agreement in the smallprint at the back of the manual that came with your software.
Another way is to make your own backups strictly for archival purposes (this is permitted for PS2 games under Copyright Law and overrides any licencing agreement that comes with PS2 software). If you haven't got the right equipment to do this, then it's probably a simple task to ask around a few of your friends to find someone who knows someone who has.
The third way is to use a search engine. Start with www.google.co.uk and go from there. And if you find anyone selling backup copies on the internet, let the Trading Standards Authority know about it.
Thinking about it logically, considering all your existing PS2 games are covered by your house and contents insurance anyhow, even if you lose them in transit in some cases (or your Tenancy insurance if you're renting, or your College/University insurance if you're in further education) what reason could anyone have for wanting backups of their PS2 games seeing as how in 99% of cases of loss they're going to get replaced anyhow?
