Because it's a totally new experience. Imagine someone who has only ever read stories in books, and never seen moving images on film. Then take them to your local IMAX cinema and watch their reaction.
Going from offline gaming to online gaming is a little like that, except there's generally more swearing going on.
PSO on the Dreamcast I never had any problems with, it was, I think, the first console game I ever played online, and it absolutely rocked. Having said that, I tended to play it offline more because it was just as much fun in that mode too.
Online gaming for consoles is a huge development, one which should enrich the gaming experience for many people.
As for Sony PS2 getting it I reckon the end of this year would be a good guess, I can't really envisage Sony Europe getting their act together before then.

I bought the dreamcast to go on thennet,a dn it was so slow and noone was ever on to play games.
