If you ship your PS2 to them, they'll chip it for you for the price of around $165.00
There's no guarantee that when you ship your PS2 to them that you'll ever see it again either, the site may look good but then it could be run by anyone.
Either way Sony will tell you it's illegal to modify their hardware in any way and give you no support should your PS2 catch fire, implode, explode, melt etc.
Considering the risks involved in chipping your PS2 yourself, and the high price of getting another person to do it for you, you might as well buy an NTSC PS2 for when you're in the US and a PAL PS2 for when you're in the UK.
Depends on the chip you want and who will install it.
