I propose that SR introduce a 'blacklist' as it were where people can sumbit the names of people who are been generally iritating or spamming unnecesarily. This would be similar to banning users but it wouldn't delete their account, just suspend it for a number of hours/days depending on their offence.

Sounds good to me. I nominate Top Score for the blackest of blacklists.
Perhaps a warning system like being banned for the rest of the day, with 3 lives and youre out for good.
