I think it's a game which appeals to a younger market, and especially sisters. My sister uses it as a kind of virtual Big Brother simulator, though thinking about it, you can't really do much with the game except turn it into a computer game version of a Doll House.
MY sister has also invested £60 towards expansion packs for the game, what a waste.
As for the PS2 version of the game, well it has a plain looking 3D engine and some tasks to complete, that's about it for improvements I think. From what I read from PSW the game still becomes incredibly boring after the initial gimmick of controlling you're own user created family wares off.
It's a two year old game, which is utter crap.
It looks rubbish on any system.

My video card is not bad, and it's an LCD - a bit sharper than CRT. But from what I saw on the PSW disc, PS2 Sims will at least match this, and possible be slightly better.

You play the game on a good resolution and it does look pretty good...
GTA3 looks so much better on my PC than the PS2, even if I had to buy a new graphics card to be able to play it!
