It's called Strawberry Flower, and although it can get a bit much when you listen to it for too long, the xylophone bridges are good, and the accordian provides some nice section links.
It might be a bit better with no vocals... but it's still okay.
Chances are, the US version and the PAL version will have a different voice-over, but still, I wouldn't mind if it didn't.

You're right Pikmin does rule. Even though I'm rubbish at it :-(. The music is good as well. Never seems to get annoying, no matter how long you play it. Strangely alluring...
