It's a given that GTA3 is a great game, but there's lots of humour there too. What utterly ridiculous (and funny) subgames would you like to see in GTA4? I've got an idea named 'Catchemon' where you have to go round 'collecting' (cough) various hookers. It could have the catchphrase 'Gotta poke 'em all'.
