I don't think it's that harsh! You get to kill people with snipers, run them over continously, shoot cops, pretty much illegal stuff! There's a Grand Theft Auto forum here too which is probably best for this topic, you might get more replies.. :)
It should have had a 21 rating because the youths of today just can't hack it.
