Regular is when you reach a certain post level - 300 posts and 10, 000 words.
Notables, well, you have to get voted to be Notable, and just a hazard tip - don't even try and get elected for at least a year. You just look foolish if you post saying you want people to vote for you if you aren't very well-known. Try posting in other forums.

Depends, the staff make the rules and sometimes allow Newbies to vote, although 2 votes ago it was total chaos so last time it was only Regulars and Notables, think the staff also get to vote as well.

I joined in September, then I didn't post for ages. About five weeks ago I decided to become a regular and managed it in under three weeks (without spamming randomly). Now... To overtake the hundreds of other Regulars and become a Notable, that is my next challenge...
