The GBA is meant to be 32 bit like the psx but actually the gba is more like a 16 bit.I think they should have said it was more like a 16 bit because saying 32bit encourages more people to buy it but it will just make people complain.....

The GBA is 32bit. Just that it has a small screen, so it tends to stick to 2d graphics.

No, it's because it doesn't have any 3D capabilities, much like the SNES, however, this could be fixed with a 3DFX chip in the cartridge, á la Starwing.
