Not at all. EVERY console except for the PS2 is based on PC architecture... and this is a good thing because it makes developing games on them easier to do (Although you lose some power).
The Dreamcast had Windows OS, off the shelf components and a modem... I's hardly call it a PC/console hybrid now!

Well, if you really like that game, get the console to go... but personally, I can't wait for Halo, DOA3 and a whole host of other games on the Xbox... and the gameplay and graphics on them are more than enough to get gamers raising an eyebrow.
