Roms are virtually pirate copies. Just not on CD. Thats whats naughty about them.

Besides Thrill Kill is utter . The controls are dodgy, the graphics are crap and the game lasts about five minutes.
If you want to rip people's heads off then get GTA; Vice City or Mortal Kombat; Deadly Allience.

Oh, and by the by, you'd probably need a PSX emulator, seing as the game was for PSX. I mean, like duh, totally.

And it's a crap game, the only up is the ability to rip people's head off etc. which is very badly amimated by today's standards.
