yo cant shoot him when hes dancing, at the cutseen right before the heavy water fight he dances un-conditionally!
He 'dances' as to avoid bullets as he can tell what a person is going to do by their poistion / tension of their muscle. The only way to move quickly enough would be to 'dance' as he does.
Although, when you're fighting him, you can shoot him.
