How's about we have a demoting vote? I mean a month before the notable election, we have a vote to demote a notable! I mean some of the notables have been notably (he he) missing [cough, rasta, cough] and in my opinion should have their gold taken away. That would at least keep them on their toes and would open up a third Notable space in the election! Unfortunatly I'm being harsh and very few Notables will agree with me.

Seeing as you make the decision, the Notable with the highest vote can survive if many people feel s/he does not deserve it.
