You are correct on how the layout of a HTML Tag is, but what you put isn't an official Tag, for the Title in the Blue bit at the top of the browser, is just My Very Own Web Page

People found out you could put HTML Tags in the Title of Topics, and people got carried away with it, so SR made it so it no longer works.
