I don't have the game, but usually they're in the directory you install the game in - possibly in a sub-directory called "save" or "saves".
Well, looking through the directory, I found one called "Regions". Seeing as you maintain a region, they all seem to be kept here.
There are so many files though, I don't think it could be of much use unless you're particually looking for a certain file. If you're wanting to backup your saves, maybe copying the whole "regions" directory would work?
Don't trust me on that though, I haven't tried it and it's only a guess.

go to "My documents" then in the should be a different Sim City directory that contains saved games and other files. It seems to be the trend now that saved games files get save somewhere in the My documents folder. C&C Generals does it too.
