I deleted a program which I never used, but every time windows starts it tried searching for a shortcut for this program, and comes up with the closest match thingy, which I always click 'No' to. Can anyone tell me how to get rid of this shortcut to begin with??

No you don't. Just run "msconfig" and all teh startup registry entries are listed under the "startup" tab. Just remove it.

Windows is trying to run the .exe and not finding it, and going off on a wild goose chase looking for the closest file based on some name/size/location algorithm. Sigh.

The solution could be as simple as removing the link to it from the Startup folder (in the start menu), otherwise you'll probably need to do some registry hacking to stop it trying to load that program on boot.
