The file saved on the memory card is to do with update codes.
By default, my PS2 has DVD driver version 1.20E when I turn it on, and the standard RegionX works fine with that.
However, I bought the official remote control, which as you know comes with an updated DVD driver - in my case, version 2.10E. If I use this driver, the standard RegionX does not function. However, there are codes on the RegionX website (http://www.dvdregionx.com) which can be entered when you boot the RegionX disc, enabling it to work.
These codes vary in length depending on the driver version, and some can take a bit of time to enter; so it is these that are saved in the memory card file, removing the tedium of entering them them every time you want to use RegionX.
however for all other regions...every time you want to play one of those disks you need to insert dvd region x each time
