Is there anyway to get onto the third island?

I've tried a boat but its all shut off.
I've tried driving but the bridge is not built.

You mean Asuka, you need to do the one where you find Ray the bent cop and then start on his missions after you get the photos back you can start donalds missions, like Adrian says you need to do the missions for Kenji first as one of donalds missions is to kill him, making it impossible to complete all the game.

Yes, do the missions on the 2nd island. Do the Kenji ones first, as in other missions you have to kill him. Keep doing the missions and then the island will open up for a mission.
