I'm using IE6 on Win98 here ... and the warning "no entry" sign keeps appearing at the bottom of the screen to alert me to cookies that have been blocked.

is the one that says "blocked" just now. But why would a ".gif" generate a blocked cookie?

More generally, should I tell IE6 to be more (or less) tolerant of Freeola's cookies, to keep the chat forums working properly on this box?

Genreally you should allow all cookies. It's almost impossible for them to be malevolent in any way.
