If you did not pick one up on the I scream mission for the Diablos, then you either wait until one appears which is very rare or you go on the firefighter mission with the fire engine and you will be asked after the first few to put a fire out on an ice cream van and then you nick it (after putting out the fire of course.

i had to put one in that garage thing on portland island and can get it whenever i want now.
Yes, when you have collected all the vehicles in either Portland or Shorevale then of course the vehicles are there for you whenever you want them.
What's so good about them?
Nothing other than you need it to complete the garage mission in Portland allowing to get any of the other vehicles from that mission in Portland at any time.

oops wrong window. the linerunner is the best truck to have and once you get its speed up it knocks cars flying.
