You can download all the music from GTA3 from www.playstationcenter.com (go to download section), there are over 60 tracks all in mp3 and it is perfectly legal.
I was a little disappointed that it doesn't have *all* of the music. i.e. there's none from RISE FM. And some of what's there isn't from the game, but is the actual music tracks taken from CD.
When you download a song it is just the song, however you can download the talking and the commercials.

Not being a GTA3 owner et (3 days to go!), how are it's songs labelled, can see loads for GT3 but not GTA 3.
