The ico Information Commissioner's Office has published the costs involved in having it's new 'corporate identity':

Amongst them £585 for a favicon normally something that web designers do as part of the website - especially when the design is just based on a simple logo (£2,317.50 for 'ico' in blue!)
Someone has picked this up and raised an FOI (freedom of information act request):

The answer is rather wishy-washy to say the least.
When you look at what the ico actually 'do' it makes the story even more sad! :¬(
With waste like this it's no wonder Britain is bust...
[s]Hmmm...[/s] Well what a surprise! Seems that the 'news' has broken ha ha. I got 'wind' of this quite a few months ago now, from a very astute client (as it turns out). A tax website that I created and maintain for him was linked to ICO. However he asked for all favicon links to be removed - which I did. At the time I did check the validity of his reasoning and discovered no change to the 'regulations' of ICO favicon use. However, as a result of your thread, I checked again tonight and 'lo and behold' this has appeared:

I dont see the scandal myself. Just because you can create a favourite icon in 5 minutes, it doesnt mean thats what they did. The reality is here is that large companies charge large amounts. The reasons they can do so are well enough understood I think.

The web designers haven't commented yet (I guess scamming the UK public is a tricky one to answer!). I've found an article from last year where their "chief exec hits out at plan to scrap three-quarters of government websites" I wonder why *kerching*
