If that speeds things up and stays constant then look for problems inside the house. New electrical equipment, bad wiring, anything else using the other phone sockets in the house.
If not, get on to your ISP and bug them about it until they give in!

He's a real troubleshooter. Taking the trouble to go out shooting animals one day, and dealing with your Router the next. Probably still with the 12-bore! X^D
Many possibilities of what could be wrong
-Make sure your PC is virus and spyware free. There are some out there that will hijack your bandwidth and/or flood your connection with outgoing requests making your whole net sluggish.
-If you're using a wireless network, make sure its secured (ie somebody isnt stealing all your bandwidth) and that theres no link between signal strength and poor download speeds.
-Check if theres any correlation between speeds and time. If you're encountering these speed drops during peak periods it might be contention ratio related at either your exchange or ISP.
-See if your modem shows you any stats about your line status such as signal attenuation and signal to noise ratio. Although I'd expect your ISP to pick up on these if they were relevant in some way.
Most importantly, keep harassing your ISP about it. :)
