It looks like an Action Replay cheat code. Action Replay is a cheat system you need to buy separately in order to use cheat codes which are widely available. Details here:

Wait, that isn't from a mag, that's from ukcheats.com!

I'm afraid 'Der Nazi' is a meanie as that can't be entered into Ratchet and Clank without a cheat cartridge or CD (which typically set you back about 20 quid each), and doesn`t even specify which one.
