My Netgear DG834GT (with latest official firmware) always report 0.0dBm downstream power.
Also, according to published figures , with an attenuation of 27.5 I should be syncing at about 13000 instead of 4498.
My latest stats read:

If your router is showing 0.0dBm downstream power and your connection is working then you router is tell fibs/not calculating properly. Downstream power is the power pf the ADSL signal the router is receiving from the exchange DSLAM. The further away from the exchange you are or the longer you line is, the lower this gets.
As for your downstream sync, leave the router connect for a day or so without doing anything to the settings and then force a re-sync by power cycling the router, this should result in a sync speed change.
