It's because they have to use forceps when they are born. They can't make it out by themselves, so they get a big pair of blunt scissor type things and pull them out by the head.
This squeezes the head and gives a twisted mouth look.
That's why Sly Stallong sounds really stupid. Because his mouth is on the wonk, he can;t quite form words properly.
