Motomoto has pretty much covered it though.
To do this, you will need to have a standard page or be editing somewhere where you are provided the text editor (footers, skyscrapers, page intro text and so on).
Write in some text which you want to be the link to your file such as 'Click here to download!', highlight the text with the mouse cursor and click the 'Links' option.
From this small page that loads up, option 1.b (I think, will check) will allow you to upload a file. Follow the steps from here and you should be fine :).
