Wouldn't it be a good idea if a e mail adress was set up for people to send in suggetions and ideas instead of littering them all over the forums?

It's a good idea but if someone puts an idea on the forums, the other users can look at it, and point out possible problems, or ways of making it better.
Therefore, you end up with a better idea at the end of it.
At the end of the day, this forum is just for general chat. More meaningful stuff is in Prime and the Sony/Nintendo forums etc.
