Freeola claims to provide free unlimited webspace for their customers. So does that mean that I can setup a wabbit on my space, without ever having to worry about it ever using up all of the hard disk space on any of your servers? Of course not! You'd have my ass on a pedestal if I did that!
Similarly, with internet packages offering no download limit, I would be able to download The Internet, legal or not, simply because there isn't enough HDD space on my computer. But even if there was, they wouldn't let me for some unjustified reason. I mean, it's my unlimited bandwidth I'm paying for, right? So why not let me download the entire Internet?
Most companies now are starting to cancel their unlimited packages or if they do have them still, they either heavily penalise you with shared bandwidth usage, or, cost an absolute mammoth fortune to cover their costs and actually allow you the full 'unlimited download' service. We may as well call our VIP 800GB package unlimited at £94 a month, as I realy cannot see that ever being possible to download that much, but for legal reasons (it not actually being unlimited as there is a maximum usage) its a capped package...but massive! We had some guy come over to our packages after being cut off from a company and charged a fortune for using their 'unlimited' service.

Agreed. Our cap with BT is only 20GB per day I think, or it might be per month. Despite the fact that my brother never ever disconnects from WoW, and I'm always online using things like t'Internet, BitTorment and Freeola Bingo, we have never exceeded it.
Take a look at table 4. I've been looking for a new ISP for my parents, my impression is that table seems to be a fair reflection of the better ISPs from the research I've done.
I'd also forget the word cheap. :) Given you'll likely get tied into a contract on many of the cheaper packages, getting stuck with an ISP that doesnt perform up to your expectation isnt much fun.
