Ok, there has been some confusion on how to use some of the cheat codes, or more precisly, how to shut them off.
Of the cheats that are floating around the web, it's worth noting that some will crash the game and aren't really cheat codes...
Clean:
· All weapons
· Full Health
· Full Armor
· Higher Wanted Level
· Lower Wanted Level
· More money
· Speed up time
· Change Outfit
· Improved car handling
· Clear Weather
· Foggy Weather
· Cloudy Weather
· Rainy Weather
Not Clean:
· Tank
· People fight each other
· All people hate you
· Crazy People
· People fistfight each other
· Blow up all cars
· The flying car cheat
· The clean ones can be switched off by reentering the code or by reloading a saved game. The bad ones will not disappear if they were saved to a game
So, be careful when using the cheat codes. Any codes, other than the ones on the Clean list, should be used with caution. Mainly, if you don't save your game with a cheat enabled you should be fine. I'm not sure if reloading from an earlier save will fix the problem or not. I know they didn't list all the cheats, but you should consider any cheats not on the clean list to be untested and unintended for use by the end user, I.E. you and me.

Go to the stairs behind the liberty tree office on stauton island? if you drive a car up them, jump on the car, then jump on the roof, you can walk over the little driveway and jump into a small alleyway.
