Well. I live in two houses. One is dads, where I have consoles - he doesn't care. However, he won't ever get BB. I have my mums, hwo probably will. However, there is no way I could put the XBox on the Tv, as she hates things like that. Therefore, it could hook up to my PC, upstairs.

You don't even need to link it to your monitor for Xbox Live. You will need an ICS connection so that you can run broadband through your PC to your Xbox. The picture still appears on the TV so I don't know why you think you will need it for Xbox Live.

Yes you can but you need a VGA box which can be purchased from all major Computer stores. You don't need it to play Xbox Live but if you want one then check out this one:
