For all those who want to know:
To do drive-bys on GTA3, get the Uzi out (or another suitable weapon), use L2 or R2 to look left or right and press O! Let the rivers run red with the blood of your enemies!!!

I found out how to do drive by shottings/shaggings all by myself as well!
here is another tip from me, the gangland master:
if you go to liberty campus in the second area of the city, you can find an assult rifle kill frenzy, and some petrol bombs. Set those students on fire! that will teach em to try and be smart.

You don't have to get the Uzi out before you get in the car. If you have it, it will be selected automatically when you get in.
