The menu is a simple image swap and image restore (look at the source code), oddly enough created in Dreamweaver/Fireworks (all those MM_'s) with a pre loader on the images... as for the scroll bars, this is a little piece of CSS, I can get you the code if you want it?

I think only IE6 can make any sense of scrollbar styles, though.
