Dolphin is just a codename for the new console. Nintendo don't want anyone else copying them in anyway. If anyone other than Nintendo themselves has said anything about it other than it is going to be more powerful in everyway to other consoles is lying. No information has been released by the Gods themselves (Yes I do mean Nintendo)
