Suprisingly enough it's locked but you still have to try to open it anyway, which at that point 3 of those dogs run at you and the sound of the train will be heard. You then have to quickly jump back onto the platform before the train arrives or splat!

I'm just having a little joke with my lonely self. But SH3 does have a slight over-abundance of locked doors. Surely just a few less would make the plot flow a little better and keep the tension up.
Even just having to solve some puzzles to open the doors instead of just finding a key would make for a much interesting game.
