No you don't need a PC if you have a plain old ethernet modem (without a built in router) and a broadband connection.
Getting broadband without a PC is a bit weird, since it's usually supplied by an ISP. But I'm sure it's possible as you only need to have your line activated and a modem.
If your modem has a router you'd be stuck because you can only configure routers via a PC.
