It looks like they've made it using Flash, this is a program sold by Adobe which allows you to add animated content to your website.

If you where to download this, be warned it might take a little getting used to if you want it to be interactive, like the carousel on the website that you've linked to. I think you have to learn about action scripting and trace layers.
I'm not sure if there would be any other way to create a carousel that you could use on an InsantPro site, possibly Java.
