You can use either programme for banners, i'd recommaned Fireworks 4, which is also downloadable from http://www.macromedia.com Flash 5 is great for intros to websites.

I doubt his site will be a huge thing like yours, there are basic and useful tutorials on the macromedia site :D i'm sorry about talking about them so much, but he needs all the help he can get.
Flash 5 isn't hard to get basic stuff out of, you can do quite a lot of importing n stuff so all you need to learn is frames and movement....

All the Flash 5 needs is practise. For help, go to FlashKit. I don't know the address but you can guess (.com, .net, .org, whatever). If you want to learn ActionScript, see if Webmonkey.com have got a tutorial. If not, follow Thau's JavaScript Tutorial (at Webmonkey) and that teaches you the basic structure. It's easy to pick up.

Flash 5 takes a lot of practice to get good at. There are so many things you can do with the program, you would need to get a book or a very good tutorial of the net. I have "Flash 5 for Dummies" and it's great. Not so much teaching me Flash 5, but it's more of a resource guide if I ever get stuck.

You can get loads of free software packages, I'd recommend Firworks and Flash 5 to be at the top of your list, you can download both of those from Marcromedia.com, then you can make your own buttons and images, you definatly need to try makeing some flash banners :D great stuff. Good luck
