When you write a post, in the first line write
"SPAM LEVEL:"
Then one of the following -
unrestricted (anyone can spam what they like, if you don't put a spam level this is the default)
restricted (as long as it's loosely involved with the topic and doesn't go on for more than 5 consecutive posts.)
none (obvious really, stick to the point, and don't waver)
This is a workable syste,. but it depends on people sticking to it, so we can at least give it a go, remember this will benefit everyone in the end, so it can't be that bad.

Good idea man, if people respect the forums and the people in there, they may stick to the rules
me and Bonus were on MSn and we came up with an idea evert one who will stick to the forum rules then just write a message in here to say that you wont spam ETC...
