Nope, they are similar, but RGB SCART gives the best picture - for games, anyway. DVD's go green, unless you have DVD Region X.
Oh, as for being plugged into a SCART socket, it must be plugged into an RGB Scart socket for it to make any difference, most TVs have a proper RGB mode for RGB inputs, usually on AV1.
A cable with less resistence and most shielding will give the best picture quality, but there is very little noticable difference between different cables. I've got the Gamester one with gold contacts and that does the job quite nicely, although I can't see any difference between that and my old PSX RGB cable.
It will make a massive difference to the quality over composite as the colours are seperated, transported and then displayed on the TV, no other cable format does this.
