I keep hearing this rumor but I've seen no proof, so does anyone out there know? Are they upping the minimum age?

Well in Americai you have to be 16 to drive and 21 to drink.
Maybe they should lower the age for driving over here? If they incresed the age for people there would be an overlap of people who had passed their tests yet weren't old enough to drive.

Or the fact that wrinkles starting to appear frightens them so they must pretend theyre 18 all over again.

Nonono, 19 I reckon. When the novelty of being able to legally go into pubs and everything wears off... so you dont get any drunken 18 year olds driving on the streets.
