Mesa thinks they are in ice ring island.
If not they are probaly in that volcano island I have forgotten the name to. I'm just about to get them myself.:-)

If I remember rightly you need to go to one of the temple entrance things and use bait on the fish. They'll tell you where to go, could be wrong though as it's a very long time since I played the game.
Failing that try www.gamefaqs.com
