anyone who plays FPS will know that sometimes the enemy will miss you, even if you are standing still. RTS sometimes go against this rule, and it's bugging me.
i can't really explain it, but in my head is a clear picture of how it would turn out to be. which is why the best way to transfer it to PC is through programming. a copy of 3DS would help. a LOT.
the closest thing to this idea is tribal rage - an old, buggy RTS which COULD have been the best strategy game EVER. why? because it behaved like you would in real life. the characters that use guns have ammo, and it runs out (obviously), whereas in rise of nations or Generals, there were unlimited ammo, and 'arrows'.
what else could have been used in other games? customization.
in Tribal rage you could make your own units in a unit editor, save them, and use them in-game. anything from radars to flamethrowers to missile racks could have been mounted, on anything from foot units to vans, and from motorbikes to helicopters.
you could also choose what type of armor you put on your chosen chassis. each weapon, item and armor took up space on your unit. foot units carried little, while tanks could be loaded with the sort of firepower you'd expect in a missile silo. you could also attach stuff like grenades and mine droppers to your units.
practically anything that could have been done, was done in this game. shame it was restricted to 640x480 and very, very buggy indeed.
