I personally think it's a bad idea as teams who were closely matched would defend or just play out for a draw in the hope of winning on penalties which is a hit and miss way (literally!) of winning a game.
The current system of 3 points for a win makes teams attack more to try and get those vital points for promotion / avoid relegation and introducing this would make teams attack less and make the games less interesting.
Sure, teams play for a draw anyway and it would be nice if they would attack a bit more but I can't think of a way to get them to attack. I guess no change is the best thing.
