It probably breaks copyright laws, but it's not illegal in the way its a completely separate programme.

On the other thread about Multiplayer GTA3 someone said it was way too laggy so I think I'll pass.
rockstar never finished it, so some guy finished it of, or something like that... to be honest, I don't really know too much, gho on the site to find out.
